These stages describe a progression through which innovation becomes increasingly capable of economic application and participation rather than treating invention or technological advancement alone as innovation.

Innovation can progress through research, technology development, intellectual property protection, testing, commercialization, licensing, venture formation, corporate development, and market adoption.
